Order of Damage Aplication
In step 6, the attacker chooses the order damage is applied.
So Fred could have done what he wanted, provided he made the dice.
Some else which I would have mentioned to Fred if I thought of it. Triggers resolve before Reactions.
His Hyperform has HIt & Run on Power Attacks, he could do any type of Power attack (except Throw) and then just move out away with hit & Run and not have to take damage from Volatile.
